The purpose of this study is to be able to study and describe the implementation of human resource management and forms of service quality of the Bahrul 'Ulum Foundation. The research method used is a qualitative method with a phenomenological approach. Data collection techniques are through observation, interviews and documentation. Phenomenological data analysis techniques are by looking at human behavior, namely what people say and do as a product of the person interpreting their world, so phenomenology tries to provide what events and their relationships with ordinary people in certain situations. The results of the study show that: 1) The implementation of human resource management of the Bahrul 'Ulum Foundation is carried out through the stages of planning, organizing, directing, controlling, procuring, developing, integrating, integrating, maintaining, discipline, and terminating. In this case, it is managed by the Foundation with a hierarchical organization, namely its management is fully carried out by the Foundation's management, which includes core management, daily management, and department management. And under the supervision of the Board of Trustees and Supervisors of the Bahrul 'Ulum Foundation, and for its implementation has a coordinative relationship with educational institutions and Islamic boarding schools under the auspices of the Bahrul 'Ulum Foundation. 2) the form of service quality provided by the Bahrul 'Ulum Foundation includes several categories, namely: physical evidence (tangibles), reliability, responsiveness, assurance, and empathy. 3) obstacles and barriers to human resource management of the Bahrul 'Ulum Islamic Boarding School Foundation include: those in charge who are less competent in carrying out their duties, and factors of cooperation with other parties that cannot be carried out properly
