Oaths and promises are important instruments in Islamic social ethics and law. This article aims to analyze the thoughts of Shaykh Wahbah Az-Zuhaili in Tafsir Al-Munir regarding the urgency of maintaining inner commitment based on Q.S. An-Nahl: 91. This research method is qualitative with a library research approach. The results of the study show that Az-Zuhaili's interpretation of this verse emphasizes the concept of Muraqabatullah (Allah's supervision). Although this verse is general about the knowledge of Allah, in the context of the covenant, it serves as a theological foundation that every intention behind the oath—both visible and hidden will be held accountable, so that a Muslim's integrity is measured by the harmony between his mouth and his heart.
